Sometimes Alexander Golts, a journalist writing about the army, is called a military expert. This is, of course, wrong, but indicates the existence of a problem. The problem is that there is still no independent military examination school in Russia. For decades, all information about the army and its future development was a monopoly of the Ministry of Defense and was not subject to transparent discussion. And even now, when the fierce public debate about what kind of Armed Forces the country needs for several years has not subsided, the positions of the majority of the participants in these disputes are determined either by the place they occupy in the military hierarchy, or by the time at which and for whatever reason, their military careers were cut short. Meanwhile, right now society needs a clear understanding of the army's problems. It is necessary to decide whether the country needs a mobilization system, tailored on the Soviet model, whether a professional army can be cheaper than conscript, how much to spend on the renewal of weapons. And these decisions must be made by civil society itself. There are a lot of stupid and knowledgeable people among the generals, but it would be reckless to make them judges in their own case. Therefore, in this book, the author is looking for answers to the questions posed.
